CHAIR
The Chair will function as Presiding Officer at each PAC meeting except when the Presiding Officer function is delegated by the Chair to another PAC member for a specific meeting and a specific duration. The Chair will function as Presiding officer at each Executive Committee meeting except when the Presiding officer function is delegated by the Chair to another PAC member for a specific meeting or a specific duration. The Chair will represent the PAC to all other organizations, agencies, or persons, unless the function is delegated by the Chair to another PAC member or a staff person for a specific purpose and specific duration. The Chair will be responsible for overseeing the proper functioning of the PAC, its Officers, and its Committees, and may attempt to resolve any problem.

VICE CHAIR
The Vice Chair will assume all the relevant duties of the Chair as Acting Chair when the Chair is absent and the Chair's function is required (and cannot be postponed), and where the Chair's function is not already delegated. The Vice Chair will assist the Chair in fulfilling those responsibilities as directed by the Chair, including overseeing the proper functioning of the PAC, its Officers, and its Committees, and will report any problem to the Chair for resolution.

PARLIAMENTARIAN
The primary duties of the parliamentarian are; advise officers and committee chairs, assist credentials and elections, and provide formal parliamentary opinions at PAC and Executive Committee meetings.

ELECTION OF OFFICERS

All officers are elected to the PAC by an affirmative vote of a majority of those present. The term of office is one year and begins immediately upon election. The first election of all officers will be held in December 2007 and then annually at the December PAC meeting. Vacancies will be filled by PAC members in good standing. If no nominee gets a majority on the first ballot then the nominee(s) with the fewest votes will be dropped from the succeeding vote(s) until one nominee gets the majority. All votes concerning the status of particular members (i.e. the election of PAC Officers and Committee Chairs, questions regarding a members' good/bad standing and/or recall and the election of new members to fill vacancies) shall be by a roll call vote.

RECALL OF OFFICERS

Any Officer or Sub Committee Chair may be recalled from office by a two-thirds affirmative vote of the PAC. Recall will be started by at least five PAC members presenting to the Executive Committee a written petition stating the Officer/Committee Chair and the non-performance of duties of office  justifying recall. The Officer/Committee Chair under recall will be notified and the item placed on the Agenda of the next regular PAC meeting. At that meeting the case will be presented and deliberated but not decided. At the following regular PAC meeting the Officer/Committee Chair under recall may present or add to their defense but no new issues may be presented or argued by others, and then the recall decided. Any Officer's/Committee Chair's good standing as a PAC member is not affected by the recall process.       

OFFICERS

The Officers of the PAC will be the Chair, Vice Chair and Parliamentarian. In case of a vacancy in the office of Chair (and succeeding vacancies) the order of succession will be the Vice Chair who will assume the duties of the Chair as Acting Chair until a new Chair is elected. The Presiding Officer is a temporary office as delegated by the Chair or Committee Chair.
